Although President Vladimir Putin is against Ukraine’s long-standing desire to join the Nato military alliance, he insists he has “nothing against” it joining the EU.

However, the Kremlin said it will give the application “increased attention” because the EU is considering its own defence force.

“The military, defence and security components are being discussed,” it said. “We are, of course, observing it all thoroughly.”

Ukraine’s President Zelensky has warned that Russia might retaliate over its application.

“Obviously, we should expect greater hostile activity from Russia,” he said. “And not only against Ukraine, but also against other European countries.”

Firstly, the European Commission, the EU’s civil service, assesses whether a country is suitable.

It considers whether it has a stable, democratic government, respects human rights, and has a free market economy.

All existing EU members have to agree before a new country can become a candidate.

If successful, it has to adopt all the EU’s laws and regulations. This normally takes several years.

Finally, the country signs a treaty which all the other EU countries have to formally approve.

The European Union is an economic and political partnership between 27 European countries . The EU comprises seven institutions: the European Council , the Council of the European Union , the European Commission, the European Parliament, the European Court of Justice, the European Court of Auditors, and the European Central Bank.

As a result of the transfer of powers, the governments of the member states cannot decide fully independently on legislation in relation to certain policy areas, while national parliaments operate more at arms length. This raises the question of whether proper arrangements for democratic control have been made in other ways.

How Is The European Union Governed

As mentioned earlier, the European Union is governed by three main bodies – the EU Council, the EU Parliament and the EU Commission.

The Council’s main job is to create and propose new policies and legislation for the European Union it operates under a different EU president every six months.

The Parliament then debates and passes the laws proposed by the Council, electing members once every five years.

Finally, the Commission enforces and operates the laws for the European Union – the current president of which is Jean-Claude Juncker .

Additionally, the European Central Bank services the EU’s financial needs and manages things like inflation rates and foreign exchange reserves.

Still, individual citizens allegedly have say in the democratically structured union. According to the official site, citizens have a variety of ways to contribute, including “by giving their views on EU policies during their development or suggest improvements to existing laws and policies. The European citizens’ initiative empowers citizens to have a greater say on EU policies that affect their lives. Citizens can also submit complaints and inquiries concerning the application of EU law.”

Angela Merkel More Trusted In World Affairs Than Other European Leaders

German Chancellor Angela Merkel fares the best among the four leaders asked about in the survey when it comes to public confidence. A median of more than half across the 14 EU members surveyed have confidence in Merkel, who has said she will leave politics after Germanys 2021 federal election, while a median of around a third voice no confidence. Similar to last year, Merkels strongest support comes from Sweden, the Netherlands and France, which rate her higher than those in her native Germany. Still, nearly three-quarters of Germans have confidence in Merkel to do the right thing when it comes to world affairs, including 75% of those who live in former West Germany and 68% in former East Germany, where Merkel grew up. Majorities in Spain, the UK, Ukraine and Lithuania also voice confidence in the German leader.

Merkel fares worse in other countries: Fewer than four-in-ten give her positive ratings in Slovakia, Hungary, the Czech Republic and Greece. And only about one-in-three Russians have confidence while roughly half do not.

French President Emmanuel Macron receives mixed reviews from the surveyed nations: A median of 45% across the 14 EU member countries have confidence in him, while 45% say they do not. Majorities in Germany, the Netherlands, Sweden, Spain and the UK all rate the French leader favorably. In his home country of France, 48% voice confidence in Macron.

Economic And Monetary Union

The creation of a European single currency became an official objective of the European Economic Community in 1969. In 1992, having negotiated the structure and procedures of a currency union, the member states signed the Maastricht Treaty and were legally bound to fulfil the agreed-on rules including the convergence criteria if they wanted to join the monetary union. The states wanting to participate had first to join the European Exchange Rate Mechanism. To prevent the joining states from getting into financial trouble or crisis after entering the monetary union, they were obliged in the Maastricht treaty to fulfil important financial obligations and procedures, especially to show budgetary discipline and a high degree of sustainable economic convergence, as well as to avoid excessive government deficits and limit the government debt to a sustainable level, as agreed in the European Fiscal Pact.

What Are The Eu Institutions And How Do They Make Policy

Policymaking is the process of developing ideas or plans that are then put in place through legislation, creating a regulatory system.

Policymaking in the European Union takes place across four EU institutions:

  • the European Commission
  • the European Court of Justice .

Member States such as the United Kingdom have several opportunities to feed into this policymaking process through their representation in the European Parliament and the Council .

EU policy can be developed and new policy introduced for a number of reasons and in a number of ways. The European Commission continually works to identify where policy development may be needed, or existing legislation requires review. At the same time, the Presidency of the Council rotates every six months and each country will have priorities for their Presidency that may require policy development.

Many factors can drive new policy development including social need and technological progress, meaning legislation is no longer fit for purpose. The current European Commission, which came into office in November 2014, has pursued a better regulation agenda, aiming to streamline legislation and cut red tape. The stated intention is to create a clear, consistent framework which promotes better jobs and growth. There is a strong focus on improved impact assessment, which as yet does not include scientific issues.

The predecessors of the European Union were not devised as a military alliance because NATO was largely seen as appropriate and sufficient for defence purposes. 21 EU members are members of NATO while the remaining member states follow policies of neutrality. The Western European Union, a military alliance with a mutual defence clause, was disbanded in 2010 as its role had been transferred to the EU.

Recovery Plan For The Economy

For the recovery phase, following the acute effort to combat the pandemic, a recovery fund is needed. From 17 to 21 July, a special meeting of the European Council hammered out the form this should take. The 27 EU leaders agreed on the Next Generation EU recovery instrument. It is worth 750 billion euro and is part of the reworked EU budget. 390 billion euro are to be made available to particularly hard hit member states as grants, and 360 billion euro as loans. The agreement also contains a clear commitment to respect the rule of law and protect the financial interests of the EU and its member states.

With the agreement between the negotiators from the EU Council and the European Parliament on 10 November, an important hurdle was cleared, before the ratification of the package. At the European Council meeting on 10 December, the way was further cleared for the last steps towards the ratification of the packet. Shortly afterwards, the European Parliament also gave their vote for it. The recovery instrument, Next Generation EU, still has to be agreed upon by national parliaments. This is unlikely to happen before the start of 2021.
